1. Prepare recurring shifts from an approved pattern

A SIL home, supported accommodation service or community access arrangement may require similar shifts each week or fortnight.

Is available work being distributed reasonably across the workforce?

Fatigue

Would the assignment create excessive hours or an undesirable sequence of shifts?

Team relationship

Is the worker part of the site’s primary, secondary or relief team?

Reliability

Does recent cancellation history indicate a higher likelihood of disruption?

Cost

Where an organisation chooses to consider cost, it should operate as a limited preference between otherwise suitable candidates.

Cost should never override mandatory qualifications, worker availability, service safety or participant suitability.

The purpose of ranking is to give managers a clearer starting point. It is not to conceal important decisions inside an unexplained score.

4. Keep managers responsible for final decisions

Automation can apply recorded rules consistently, but it cannot replace all the context held by experienced managers.

Human review remains important where:

  • a participant’s circumstances have recently changed

  • there are sensitive relationship considerations

  • a worker is technically eligible but may not be the best practical choice

  • a new worker requires additional supervision

  • a service location is experiencing unusual conditions

  • several workers are similarly suitable

  • a shift remains unfilled

  • a recommendation needs to be overridden

  • the roster is ready to be published

A good platform should make these situations easier to identify.

It should not bury them beneath routine administrative work.

5. Collect staff interest through a structured process

Some providers use group chats, emails or phone calls to fill open shifts.

This may work for a small team, but it becomes increasingly difficult to manage as the workforce grows.

Managers must determine:

  • who responded

  • who responded first

  • whether each worker is eligible

  • whether the worker is already assigned elsewhere

  • whether approval is required

  • who was selected

  • whether unsuccessful workers were informed

A structured staff portal can allow eligible workers to express interest in available shifts.

Interest can then be used as one factor when ranking suitable workers.

It should never bypass mandatory checks.

A worker who is interested but unavailable, already assigned elsewhere or missing a required qualification should not be placed on the shift simply because they responded first.
